中华人民共和国注册建筑师管理条例RegulationsofthePeople'sRepublicofChinaConcerningCertifiedPublicArchitects第一章总则ChapterIGeneralProvisions第二章考试和注册ChapterIIExaminationandRegistration第三章执业ChapterIIIProfessionalPractice第四章权利和义务ChapterIVRightsandDutiesofCertifiedPublicArchitects第五章法律责任ChapterVLegalResponsibility第六章附则ChapterVISupplementaryProvisions第一章总则ChapterIGeneralProvisions第一条为了加强对注册建筑师的管理，提高建筑设计质量与水平，保障公民生命和财产安全，维护社会公共利益，制定本条例。Article1TheseRegulationsareformulatedforthepurposeofstrengtheningtheadministrationofcertifiedpublicarchitects,improvingthequalityandlevelofarchitecturaldesign,protectingthepublicinterest,andensuringthesafetyofthelifeandpropertyofcitizens.第二条本条例所称注册建筑师，是指依法取得注册建筑师证书并从事房屋建筑设计及相关业务的人员。Article2CertifiedpublicarchitectwithregardstotheseRegulations,referstoonewhohaslawfullyacquiredthecertificatesofacertifiedpublicarchitectandisengagedinthearchitecturaldesignofbuildingsorotherrelatedbusinesses.注册建筑师分为一级注册建筑师和二级注册建筑师。CertifiedpublicarchitectsaredividedintoGrade-1andGrade-2certifiedpublicarchitects.第三条注册建筑师的考试、注册和执业，适用本条例。Article3TheseRegulationsshallapplytotheexamination,registration,andpracticeofcertifiedpublicarchitects.第四条国务院建设行政主管部门、人事行政主管部门和省、自治区、直辖市人民政府建设行政主管部门、人事行政主管部门依照本条例的规定对注册建筑师的考试、注册和执业实施指导和监督。Article4TheconstructionadministrationandpersonneladministrationoftheStateCouncil,aswellastheconstructionadministrationandpersonneladministrationofthelocalpeople'sgovernmentsofthevariousprovinces,autonomousregions,andmunicipalitiesdirectlyunderthecentralgovernment,shallcomplywiththeprovisionsstipulatedintheseRegulationstodirectandsupervisetheexamination,registration,andpracticeofcertifiedpublicarchitects.第五条全国注册建筑师管理委员会和省、自治区、直辖市注册建筑师管理委员会，依照本条例的规定负责注册建筑师的考试和注册的具体工作。Article5TheNationalAdministrationCommitteeofCertifiedPublicArchitectsandtheadministrationcommitteesofcertifiedpublicarchitectsinvariousprovinces,autonomousregions,andmunicipalitiesdirectlyunderthecentralgovernmentshall,inaccordancewiththeprovisionsprescribedintheseRegulations,beresponsiblefortheconcreteworkoftheexaminationandregistrationofcertifiedpublicarchitects.全国注册建筑师管理委员会由国务院建设行政主管部门、人事行政主管部门、其他有关行政主管部门的代表和建筑设计专家组成。TheNationalAdministrationCommitteeofCertifiedPublicArchitectsshallbeorganizedfromamongrepresentativesoftheconstructionadministration,personneladministrationandotherrelevantadministrativedepartmentsoftheStateCouncil,andarchitecturaldesignexperts.省、自治区、直辖市注册建筑师管理委员会由省、自治区、直辖市建设行政主管部门、人事行政主管部门、其他有关行政主管部门的代表和建筑设计专家组成。Theadministrationcommitteesofcertifiedpublicarchitectsofthevariousprovinces,autonomousregions,andmunicipalitiesdirectlyunderthecentralgovernmentshallbeorganizedfromamongrepresentativesoftheconstructionadministrations,personneladministrationsandotherrelevantadministrativedepartmentsofthevariousprovinces,autonomousregions,andmunicipalitiesdirectlyunderthecentralgovernment,andarchitecturaldesignexperts.第六条注册建筑师可以组建注册建筑师协会，维护会员的合法权益。Article6Certifiedpublicarchitectsmayestablishprofessionalassociationsofcertifiedpublicarchitectstoprotecttheirlegitimaterightsandinterests.ChapterIIExaminationandRegistration第七条国家实行注册建筑师全国统一考试制度。注册建筑师全国统一考试办法，由国务院建设行政主管部门会同国务院人事行政主管部门商国务院其他有关行政主管部门共同制定，由全国注册建筑师管理委员会组织实施。Article7Thestateshallcarryoutapolicyofunifiednationwidequalificationexaminationforcertifiedpublicarchitects.ThemeasuresofunifiednationwidequalificationexaminationforcertifiedpublicarchitectsshallbeformulatedbytheconstructionadministrationoftheStateCouncilincooperationwiththepersonneladministrationoftheStateCouncilafterconsultationwithotherrelevantadministrativedepartmentsoftheStateCouncil,andshallbeimplementedbytheNationalAdministrationCommitteeofCertifiedPublicArchitects.第八条符合下列条件之一的，可以申请参加一级注册建筑师考试：Article8ThosewhomeetoneofthefollowingconditionsmayapplyforpermissiontotakepartinthequalificationexaminationforGrade-1certifiedpublicarchitect:(一)取得建筑学硕士以上学位或者相近专业工学博士学位，并从事建筑设计或者相关业务2年以上的；(1)PossessionofaMaster'sdegreeorhigherinArchitecture,oraDoctorateofEngineeringincloselyrelatedspecialties,inadditiontoatleasttwoyears'workexperienceinarchitecturaldesignorotherrelatedbusinesses;(二)取得建筑学学士学位或者相近专业工学硕士学位，并从事建筑设计或者相关业务3年以上的；(2)PossessionofaBachelor'sdegreeinArchitectureoraMaster'sdegreeinEngineeringincloselyrelatedspecialties,inadditiontoatleastthreeyears'workexperienceinarchitecturaldesignorotherrelatedbusinesses;(三)具有建筑学专业大学本科毕业学历并从事建筑设计或者相关业务5年以上的，或者具有建筑学相近专业大学本科毕业学历并从事建筑设计或者相关业务7年以上的；(3)GraduateexperienceinArchitectureinadditiontoatleastfiveyears'workexperienceinarchitecturaldesignorinotherrelatedbusinesses;or,graduateexperienceinspecialtiescloselyrelatedtoarchitectureandwithatleastsevenyears'workexperienceinarchitecturaldesignorotherrelatedbusinesses;(四)取得高级工程师技术职称并从事建筑设计或者相关业务3年以上的，或者取得工程师技术职称并从事建筑设计或者相关业务5年以上的；(4)Possessionofthetechnicaltitleofseniorengineerinadditiontoatleastthreeyears'workexperienceinarchitecturaldesignorotherrelatedbusinesses;orpossessionofthetechnicaltitleofengineerinadditiontoatleastfiveyears'workexperienceinarchitecturaldesignorotherrelatedbusinesses;or(五)不具有前四项规定的条件，但设计成绩突出，经全国注册建筑师管理委员会认定达到前四项规定的专业水平的。(5)Ou
