人民币汇率决定中的博弈行为研究-贾原芳

1中文摘要汇率作为一国宏观经济的重要变量，对经济运行，特别是开放条件下的经济运行具有重要的影响。因此，近几个世纪里，经济学家苦心研究，试图回答这样一个问题：一国应当如何决定其货币的汇率？其假设是，存在一个理想的、具有普遍意义的汇率决定方式。不可否认，这方面的研究确实获得了巨大的进展，但这些理论并未完全解决所有的货币汇率问题，而且存在诸多争论，如汇率水平的决定和变化、汇率制度选择、汇率政策目标以及如何加强和实现国际汇率合作等。在现实中，每个国家所面临的政治和经济约束各不相同，国家内部的不同部门受汇率变动的分配影响也各不相同，有得有失，因此，不同经济主体对汇率的稳定性和汇率水平的偏好有很大的分歧，从而使得制订宏观经济政策的政治环境更为复杂，并没有一个绝对的、完全合适某一国的汇率决定方式。博弈论是现代经济学的新发展，是经济理论的重大进步。从博弈角度考察汇率决定问题是80年代后期经济学家研究的热点领域之一。其基本观点是：在一国内部，汇率是相关利益集团和拥有特定政治经济政策目标的政府之间相互博弈的结果；而在国际上，汇率是大国实现或巩固有利于己的世界经济政治安排的一个重要工具，是国家之间相互博弈的结果，国际汇率体系反映的实乃国际政治的权力结构。汇率决定的博弈分析已经在解释拉美等国家的汇率选择问题上得到了有利的支持，与这些国家相比，中国的汇率形成机制有所不同。中国政府在政策决定上有较大的政治和经济自主权，政府在汇率问题上的态度更能决定政策选择。但是，也有越来越多的研究认为，利益集团在中国的政治和经济决策中开始发挥越来越大的影响，在相当程度上汇率依然是国内外各种经济政治利益折衷的产物。因此，从博弈角度分析人民币汇率决定问题在一定程度上能够开拓我们分析的视野，使我们在解释人民币汇率的时候可以不再囿于传统理论的束缚，关注一些非经济因素在汇率决定中的作用，考虑在国内、国际层次博弈的情况下，汇率制度的选择和汇率水平的确定问题。本文将博弈论的基本原理，分析框架及研究方法引入到对人民币汇率决定的分析中来，深入分析了人民币汇率决定中的利益权衡和博弈行为。首先，在对传统经济学分析框架简要评析的基础上，对汇率决定的博弈论研究方法进行理论梳理，并以此为理论起点，对人民币汇率变迁的历程、问题、原因做出了合理的博弈角度诠释。在此基础上，对我国现行的参考一篮子货币汇率形成机制的适用性及其影响进行了分析，并运用博弈模型对篮子中币种的权重进行了测算。最后，文章得出在考虑国内、国际层次博弈的情况下，人民币汇率下一步改革应注意的问题，并结合我国向开放经济转型的现实，对人民币汇率改革方向进行了展望。关键词：人民币；汇率决定；博弈行为2AbstractAsanimportantvariableofacountrymacroscopiceconomy,theexchangeratehastheimportantinfluencetotheeconomicalmovement,especiallyunderopencondition.Therefore,inthenearlyseveralcenturies,theeconomistsattemptedtoanswerthiskindofquestion:Howdoesacountrydecideitsexchangerate?Ahypotheticalsituationis:havinganidealandgeneralacceptantwaytodecidetheexchangerate.Thereisnodenyingthatwehaveobtainedthehugeprogressinthisaspect,butthesetheoriescan’tsolveallexchangerateproblems,andhavemanyarguments,suchasthedecisionoftheexchangeratelevel,thechoiceoftheexchangeratesystem,therealizationofinternationalexchangeratecooperation.Inthereality,eachcountryfacesdifferentpoliticalandeconomicinstitution,andthechangeofexchangeratehasdifferentinfluencetonationalinteriordepartment,somebodyloseandsomebodywin.Therefore,thedifferenteconomicsubjecthastheverybigdifferentpreferencetotheexchangeratestabilityandleveloftheexchangerate,thustheconditionofmakingmacroeconomicpolicyhavebecomemorecomplex.Therehasnoabsolutely,completeappropriatewaytodecideacountry'sexchangerate.Thegametheoryistherecentadvanceofmoderneconomictheory.Usingthegametheorytoanalyzethedecisionofexchangerateisthetendencyofin80'slaterperiod.Itsgeneralviewis:Inanationallevel,theexchangerateisresultofgeneral'sbattlebetweenthespecialinterestgroupsandthegovernmentwhohasthespecificpoliticsandeconomicgoal;intheinternationallevel,theexchangerateisanimportanttooltorealizeandstrengthentheirowneconomicsandpoliticsprofits.Therefore,theinternationalexchangeratesystemreflectstheinternationalpoliticalauthoritystructure.UsinggametheorytoanalyzethedecisionofexchangeratehasalreadyspokenwellforthechoiceofLatinAmericanexchangerate.Compareswiththesecountries,thedecisionmechanismofChina'sexchangerateisdifferently,Chinesegovernmenthasabiggerrighttodecidetheexchangerate.But,moreandmoreresearchesshowthatthespecialinterestgroupsdisplayamoreandmoretremendousinfluenceonthedecisionofexchangerate.Therefore,usinggametheorytoanalyzeRMBexchangeratedecisioncanbroadenourhorizon,nolongerconstrainedbythetraditionaltheory,andmakeustopaymoreattentiontosomenon-economicfactorsofthechoiceofexchangeratesysteminthenationalandinternationallevel.3Thisarticleintroducesthegametheory’sbasicprinciple,analysisframeandresearchtechniquetothedecisionquestionofChina’sexchangerate.First,onthebasisofbriefevaluationofthetraditionaleconomicanalysisframe,thewritersummarizedrelatedtheorywhichproveusingtheorytoanalyzeexchangerateiswell-founded;second,takingthisasthetheorybeginningtoanalyzethechangeofRMBexchangerate;third,Inthisfoundation,weanalyzetheapplicabilityofthebasketcurrencyexchangeratemechanism,andusingthegamemodeltocalculatetheweightofcurrency.Finally,thearticlegetsinspirationfromtheanalysis.Keyword:RMB;decisionofexchangerate;gamebehavior4目录引言.........................................................................................................................6第一章汇率决定的博弈论研究方法..........................................................12第一节汇率决定的传统经济学分析框架.................................................................12一、经济结构、经济冲击决定论.............................................................................12二、货币本位决定论....................................................................................................13三、成本——收益决定论...........................................................................................13第二节汇率决定的博弈论分析框架..........................................................................14一、国家内部相关利益集团之间的博弈与制衡..................................................14二、国家之间的博弈与制衡.......................................................................................16第二章人民币汇率变迁中的利益权衡和博弈行为................................19第一节人民币汇率变迁的国内利益博弈行为......................................................19一、多重汇率制度安排及其变化.............................................................................20二、贸易与非贸易双重汇价实施与取消.........................
