Surveillanceisthemonitoringofthebehavior,activities,orotherchanginginformation,usuallyofpeopleforthepurposeofinfluencing,managing,directing,orprotectingthem.[1]Withthedevelopmentofscienceandtechnology,governmentmonitoringiseverywherebyvariouswaysinourlife,suchassurveillancevideo,phonemonitoring,networksupervisionandsoon.Forgovernmentsurveillance,differentpeoplehavedifferentviews.Somethinkinstallationofsurveillancecamerasisaviolationofhumanrights.Forinstance,thegovernmentcanusenetworksupervisiontogetinformationofyouronlineshoppingrecords,chattingrecords,andeventhewebsitesthatyouhavebrowsed.Andtheythinkithorriblewhattheydomaybefilmedeverywherebycamera.Butotherstaketheoppositeopinion.Inmyopinion,Ithinkgovernmentsurveillanceisagoodthing.First,Ibelievethatpublicsecurityneedshigh-techmonitoringinthishighrisksociety.Governmentthinkinstallationofsurveillancecamerasishelpfulforthepublicsecurityorgantocombatcrime.AndtheycanuseFacialRecognitionSystemtofindoffenders.Thetrafficpolicedepartmenttoinvestigatetrafficviolationintransportinstallationdigital.AndthevideorecordscanbeakindofevidencetoproveThosewhohaveviolatedtrafficregulations.Theyinstallsurveillancecamerasinschooltoprotectstudents.Ifthereisabadguywhowantstohurtstudents,wecanknowandcatchhimintime,sothatwecanstophimhurtingmorestudents.Second,themonitorcanalsoplayadeterrenteffecttointentionalcrime.Inournosafesocietytoday,surveillancehaveanewtask,whichisanti-terrorism.Doyourememberthe“911”terroristattacksin2001?Afterthat,Americanswhohavealwaysbeenadvocatingfreedomthinktheyshouldincreasetheelectronicsurveillanceinpublicplaces.Wehavetoadmitthatwegetveryeffectiveprotectionofpersonalandpropertysafetyfortheprotectionofgovernmentmonitoring.Anditisthereasonthatthegovernmentmonitorshouldbecontinued.Last,withthetechnicalchange,wecannotdenyitseffectbecauseofthethreattoprivacyrights.Itishardtosaythatelectricalmonitoringisgoodorbad.Ithinkitdependsontheusersandthewaytheyuse.Wecanonlystrengthenthesurveillanceoflawandothereffectivemeasurestoguideandconstraintit,andmakeittothebeneficialdirectionofhumandevelopment.Itcannotbedeniedthatsomepeopledonotwantanyexposureoftheir“privacy”inadvertentlyunderthemonitoring.Butmonitoringisnotreasonofprivacydisclosure.[2]Itismonitoringdocumentsandrecordsmanagementanddisclosureorlost.Therefor,thepreservationanduseofmonitoringdatashouldabidebyaclearstipulation.Besides,citizensshouldbehavioryourselvesandnotbedisorderlyconductinpublicplaces.Andpeopleusingthenetworkshouldconsciouslyabidebytherelevantlawsandregulationsofnetworkusingtorespecttheprivacyofothers.Finally,Ithinkifgovernmentcanmaketheapplicationofmonitoringtherewillbenoproblemsbetweensafetyandprivacyprotection.Andbothgovernmentandcitizenneedacomprehensiveconsiderationofmonitoringtofindabalancebetweensafetyandprivacyprotection.[3]Reference[1]Lyon,David.2007.SurveillanceStudies:AnOverview.Cambridge:PolityPress.[2][3]
